In the Corona-virus pandemic situation, the Ministry of Road Transport & Highways managed the efforts of Indian citizens and fully implement an online programme where the citizens of India get a learner licence without visiting the RTO office. Ministry of Road Transport & Highways launched this programme for a few states but it will available for all states soon.

Which states provide this facility, where people will get a learner licence and is valid for 6 months. The people who have an Aadhar number can easily apply for a learner licence and applicant presence not required. Some states name here: Bihar, Chandigarh, Goa, Harayana, Himachal Pradesh, Jharkhand, Madhya Pradesh and states name will be updated in future.Now we discuss how to apply for a learner licence online without visiting the RTO office.

After visiting the site, choose your State and open full services of the Ministry of Road Transport & Highways available in your state. For a learner, you click on 👉 Apply for New Learner Licence.Now you see some instructions or procedure for application submission.
- Fill in the application details.
- Upload documents.
- Upload photo & signature.
- Fee Payment.
- Varify the payment status.
- Print the receipt.
Instructions may be changed according to State and check if the LL slot book option showing then an online learner licence not available in your state. After clicking on continue, you will go to the category page where you choose your category (Foreigner, General, Physically challenged, Ex-servicemen) etc and for a new applicant click on the first option Applicant does not hold learner/driving licence.

If you have an Aadhar Card then put your aadhar or virtual number (must carry the registered mobile number) and submit OTP from the registered mobile number. After submitting the Aadhar details your application form nearly filled but if you go without an Aadhar number then fill in all details of your application form. Completed the details of the application click Form1 and submit declaration form of physical fitness. Now you see your pre-filled application and can download it for further need.
Now upload your required documents and complete your payment. 1.Age proof (PAN Card/Birth certificate/Education certificate, etc)
2.Address proof (Bank passbook or statement/Voter id, etc)
Complete your payment via Debit/Credit card or Net Banking or BHIM UPI. Do not refresh, while transaction and after successful payment collect receipt and check your application status. After completed all procedure correctly within 15 days your Learner licence available and ready to download online submitting application number and date of birth
