Pehchan initiative by Ministry of Textile for Handcraft Artisans development programme

 Recently, the Ministry of Textiles has informed that a total of 26.79 lakh artisans have been registered so far under the Pahchan initiative. The office of the Development Commissioner (Handicrafts) under the Ministry of Textile has taken an initiative to issue Aadhaar link identity cards to handicrafts artisans under the “PAHCHAN” initiative with effect from October 2016. The Pehchan card has information of handicrafts artisans viz: name & address, Aadhaar Card number, mobile number and practised.

The office of Development Commissioner (Handicrafts) implements various schemes for the welfare development of artisans through the National Handicraft Development Programme(NHDP) and Comprehensive Handicrafts Cluster Development Scheme(CHCDS) to emphasize an integrated approach for development in handicraft in a holistic manner and provide sustainable livelihood opportunities to the artisans.

  • Baseline survey & Mobilization of Artisans Hastshilp Vikash Yojana: The Scheme aims to promote Indian handicraft by developing artisans clusters into professionally managed and self-reliant community enterprises on the principles of effective member participation and mutual corporation.
  • Design & Technology Up-gradation: The scheme aims to upgrade artisans skills through the development of invoice design and prototypes products for overseas markets, a revival of endangered crafts and preservation of heritage etc.
  • Human Resource Development: The scheme has been formulated to provide a qualified and trained workforce to the handicraft sector.
  • Direct Benefit to Artisans: The scheme envisages welfare measures like Health and Life Insurance, recognition, extending credit facilities, supply of modern tools and equipment to the artisans etc.
  • Infrastructure and Technology Support: The scheme aims to develop world-class infrastructure in the country to support handicraft production and enhance the product quality and cost to enable it to compete in the global market.
  • Research and Development: The scheme was introduced to conduct surveys and studies of important crafts and make an in-depth analysis of specific aspects and problems of Handicraft to generate useful inputs to aid policy planning and fine-tune the ongoing initiatives.
  • Marketing Support & Services: The scheme was introduced to promote and provide financial assistance to artisans and international craft exhibitions/seminars in metropolitan cities/state capitals/places of tourist of commercial interest/other places.


Significance of Pehchan initiative

  • The ID card will enable the artisans to avail easy loans at a nominal rate.
  • The ID cardholders will get the benefit of life insurance and Rs.1200 per year for their children studying between Class IX and Class XII.


Parivar Pehchan Patra

  • It is a unique identity card launched by the Haryana government.
  • It aims to monitor each of the approximately 54 lakh families living across the state.
  • Under this, each family will be considered a single unit and allotted an 8-digit unique identification number.
  • It is mandatory for each family to register themselves on the Parivar Pehchan Patra portal in order to avail the benefit of social security schemes of the state government.
  • It will not be mandatory for each family of the state to obtain a PPP but it is mandatory for families availing under the government schemes.
  • It will have the name of the head of the family, besides the names, age, income, mobile number of each and everyone member of the family.
