New Bharat Series ‘BH’ introduced for vehicle registration─ All you need to know

If anyone frequently changes base around the country and want to avoid the hassle process of transfer registration of your vehicle every time that you do. Now there is finally some good news from the government. The Central government has introduced a new vehicle registration mark called the Bharat series or ‘BH’ in all vehicles. The Union Ministry of Road Transport and Highways (MoRTH) has released the notification of Bharat Series Vehicles on Friday 27 September 2021. It is an IT-based solution for the vehicle registration processes that need attention was re-registration of a vehicle while moving to another state.


What is the issue on present re-registration?


The present process of transfer of registration from the parent state to another state as, under section 47 of the Motor Vehicle Act, 1988. An owner allows keeping his vehicle for not more than a year in any State except the parent state where the vehicle is registered. The owner needs to get a new generation with the new State authority within the stipulated time frame.


Moreover, the cumbersome process to register the vehicle involves documents including a No Objection Certificate from the parent state. Assignment of new state registration mark starts after payment of road tax on pro-rata basis along with the application of refund road tax from the parent state. The provision to get a refund from the parent state, which differs from one state to another state, makes a burdensome process.


Who can avail of BH series registration?


The new BH series vehicles will not require any transfer of registration and will be valid across the country. This facility will be available voluntarily to Defence personal as well as Central and State Government employees and PSUs (Public Sectors Undertakings). Employees of private companies having offices in four or more states can also take advantage of this facility.


Road tax in the new BH series system?

  • In the “BH” series regime, the ministry has fixed the road tax of 8% for vehicles costing up to Rs 10 lakh.
  • 10% for those coasting between Rs 10-20 lakh and 12% for vehicles costing over Rs 20 lakh.
  • There will be 2% extra charge for diesel vehicles and electric vehicles shall be charged 2% less tax.
  • The motor vehicle tax will be levied for two years or in multiple of 2.


Format of BH series:


The format of BH registration has been kept as- YY BH 4144 XX

YY denotes the year of first registration BH. Then Bharat series code- 0000 to 9999 (randomized) and XX- alphabets (AA to ZZ).

Ahead of this, the ministry has proposed a new system of vehicle registration, wherein allocation would be marked as ‘IN’ series, which will be applied on a pilot mode.

The vehicle registration facility under the ‘IN’ series will be available to Defence personal, employees of the Central government, state government, Central/State PSUs and private sector companies, which have their offices in five or more states/Union Territories.
